SICAP

SICAP Programme

The Social Inclusion and Community Activation Programme (SICAP) 2024-2028 provides funding to tackle poverty and social exclusion at a local level through local engagement and partnerships between disadvantaged individuals, community organisations and public sector agencies. SICAP 2024-2028 is the successor programme to SICAP 2018-2023, which was the successor programme to SICAP 2015-2017. Delivery is overseen and managed by Cavan LCDC.

SICAP is a targeted, holistic programme, for those who are most disadvantaged and less likely to access mainstream services, which provides supports directly to beneficiaries and links them into existing services. The Programme Implementer – Breffni Integrated t/a Cavan County Local Development engage with marginalised communities and service providers using a community development approach to address issues relating to social exclusion and inequality.

SICAP also prioritises local engagement and partnerships, between SICAP Programme Implementers, disadvantaged individuals, community organisations and public sector agencies. It is a multi-faceted programme that provides supports to respond to individual and community needs, aiming to ensure that beneficiaries receive quality, tailored supports, while also allowing flexibility to adapt actions to local need. It enables bottom-up approaches within the framework of a national programme which provides targets, performance indicators and requirements.

There are 2 goals under the Programme:

Goal 1: Supporting Communities -

To support communities and target groups to engage with relevant stakeholders in identifying and addressing social exclusion and equality issues, developing the capacity of Local Community Groups, and creating more sustainable communities.

Goal 2: Supporting Individuals -

To support disadvantaged individuals to improve the quality of their lives through the provision of lifelong learning and labour market supports.

SICAP 2024-2028 has specific ‘target’ groups to ensure it is a targeted and focused programme. Only people who are from one or more of these groups are eligible for support under the programme:

List of 12 Target Groups:

  1. People living in disadvantaged communities
  2. People impacted by educational disadvantage
  3. People living in jobless households or households where the primary income source is low-paid and/or precarious.
  4. People who are long-term unemployed
  5. People with a criminal history
  6. Refugees
  7. International Protection Applicants
  8. People with Disabilities
  9. Heads of One-parent Families
  10. Travellers
  11. Roma
  12. Island residents 

Cavan LCDC agreed that the Local Priority Target Groups for SICAP 2024-2028 would be:

  1. People living in households that are jobless or low-paid and/or precariously employed,
  2. People living in communities impacted by disadvantage, and
  3. People with Disabilities.

Local Economic Community Plan (LECP)

SICAP actions must underpin the key social inclusion objectives identified in the Local Economic and Community Plan (LECP)

Operating Structure:

Department of Rural and Community Development

The Department of Community and Rural Development is the lead funding department and Pobal has been engaged to work on its behalf to manage and oversee the delivery of SICAP nationally.

Local Community and Development Committee

Cavan Local Community Development Committee (Cavan LCDC) is the contracting authority and is the key decision maker in terms of annual planning, monitoring and oversight. It has responsibility for bi-annual performance reviews and the annual planning process. The LCDC has contracted Cavan County Local Development to deliver the programme on its behalf.
