Proposals requested in response to new Section 28 Ministerial Guidelines on ‘NPF Implementation: Housing Growth Requirements’ for Additional Residential Lands in support of Accelerated Housing Delivery.
New Ministerial Guidelines on NPF Implementation: Housing Growth Requirements were published on 29th July 2025 with the aim of updating development plans to reflect the requirements of the Revised National Planning Framework (NPF) 2025 and achieving a significant acceleration in housing delivery. The Guidelines seek Cavan County Council to address the scope for additional provision of up to 50% in excess of the baseline housing growth requirement in light of the urgent need to increase housing delivery and to optimise the ability to deliver on the housing requirements of the Revised NPF. In response to these new Guidelines, Cavan County Council now invites the public/landowners/homebuilders to put forward suggestions for lands that are suitable for zoning for residential use (greenfield and brownfield/infill/regeneration sites) and could meet the objectives of the Guidelines in terms of contributing to the acceleration of housing delivery.
In this regard the Council is seeking proposals for lands/sites across the settlement network (with any supporting information) that:
- Are serviced, serviceable or due to be serviced (i.e. included in the investment plan of an infrastructure provider)
- Are aligned with the Settlement Hierarchy of the Cavan County Development Plan incorporating a Local Area Plan for Cavan Town 2022-2028
- Are located in areas where a level of demand exists
- Would contribute to sustainable, compact and sequential patterns of growth
- Would support the development of infill housing, housing on brownfield land or address vacancy and dereliction
- Are located in areas with good transport services
- Are located in areas with significant employment opportunities
- Are located in settlements with good social infrastructure and capacity in schools and community facilities
Landowners should be aware than any lands zoned for residential use may be liable for an annual Residential Zoned Land Tax based on the value of the site. Landowners are advised to familiarise themselves with the provisions of the Residential Zoned Land Tax. Invitation to make submissions
Submissions identifying lands that are suitable for being zoned for residential use and are capable of contributing to the acceleration of housing delivery are hereby invited from interested parties until 12 midnight on 31st October 2025.
