Section 38 Notice - Station Road, Cootehill Town
Legislative Procedure for Traffic Calming Procedures under the Road Traffic Act 1994
Under the Road Traffic Act 1994 (As Amended) A road authority may, in the interest of the safety and convenience of road users, provide such traffic calming measures as they consider desirable in respect of public roads in their charge.
Notice is hereby given pursuant to Section 38 of the Road Traffic Act 1994 (As Amended) of the following scheme:
- Station Road, Cootehill Town – Section 3 - Proposed Footpaths, Cycle Lanes, Shared path and Traffic Calming measures on the R190 between St. Michael’s Church and Cootehill Courthouse
The objectives of the project are to:
- Provide improved footpath links & between St. Michael’s Church and Cootehill Courthouse along the R190.
- Increase the number of people arriving at town core, St. Michael’s Church, St. Michaels’s National School and St Aidan’s Secondary School by active travel modes and thereby promote better physical health and wellbeing.
- Enhance safety for children cycling, walking and scooting to school/college.
- Provide an accessible environment in this area of Cootehill Town.
- Create a pleasant and more welcoming public realm in this area of Cootehill Town.
- Be delivered in a timely and efficient manner.
The proposed scheme will consist of:
- Upgrading sections of footpaths to include both footpaths, cycle lanes and shared paths where required to improve pedestrian safety.
- Traffic Calming Measures

This scheme will be progressed under Section 38 of the Road Traffic Act, 1994. This section of the Act contains the legislation under which new traffic calming and cycling infrastructure is developed. Typical works carried out under s38 powers include road narrowing, speed cushions, footpath build outs, cycle tracks, bus corridors etc. Delivering these works under s38 powers does not require planning permission.
Drawings and particulars of the proposed development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy, during normal office hours 9.00am to 1pm and 2pm to 5pm, Monday to Friday (excluding public holidays), at:

during the period from Thursday 11th June 2026 to Thursday 25th June 2026, both dates inclusive.
Submissions or observations with respect to the proposed development, may be made as follows:
