Submissions sought for review of the Cavan County Council Litter Management Plan 2025 – 2028
Cavan County Council is reviewing its Litter Management Plan as required under Section 10 of the Litter Pollution Act 1997. Local authorities must adopt a plan and review it every three years.
The Litter Management Plan 2025 to 2028 has been developed, reviewing the previous plan, which ran from 2021 to 2024, which was extended until 2025.
The Litter Management Plan defines litter, the composition of litter, issues that cause littering in County Cavan, and the responsibilities of the Local Authority, businesses, and the public in preventing and controlling litter.
The plan sets out objectives for the prevention, control, disposal and awareness of litter under the four themes of:
- Enforcement and regulation
- Litter Prevention and Control
- Education and Awareness
- Community Engagement
The Litter Management Plan is a statutory plan. It was reviewed and updated by the Waste Management section and has been considered by the Cavan County Council Climate Action, Biodiversity and Environment Strategic Policy Committee.
Cavan County Council now wishes to undertake a public consultation to hear from members of the public and interested parties on your views on the new Litter Management Plan 2025 – 2028 for County Cavan.
A copy of the plan is available to view on the Cavan County Council consultation platform under 'Materials', and a hard copy may also be viewed in at the Johnston Central Library Building in Farnham Street, Cavan and at library buildings in Arvagh, Belturbet, Cootehill, Kingscourt, and Virginia.
Cavan County Council will consider any submissions or proposals made in writing regarding the Litter Management Plan.
Submissions should be clearly marked with “Litter Management Plan 2025 – 2028” and delivered to the Environmental Awareness, Officer, Cavan County Council, Farnham Street, Cavan H12 R6V2 or by email to litterplan@cavancoco.ie to be received by 5pm on Friday the 28th November 2025.
Submissions may also be made online via the Cavan County Council consultation platform, under 'Make a Submission'.
Please note that comments, including names of those making comments, submitted to the Council regarding this process may form part of the report for recording and publication of the decision following the outcome of the consultation process. This shall be circulated to the elected members. Accordingly, they may also appear in the public domain.
